Luxembourg had it's heyday over a decade ago when it hit a sweet spot with an unusually generous tax credit back when such a thing was in it's infancy. Fluctuating governmental policy towards that tax break has slowly affected demand and resulted in a dwindling production infrastructure, but Luxembourg still has it's treasures.
There are still funds available to qualifiers, but it also offers a good range of European location doubles, such as Paris and Berlin. Luxembourg doesn't have the 40% fringes you will experience in France and there is still a basic film infrastructure in place including some studio space, facilities and skilled crew.
